Transcation API extension: last_tx parameter (#2667) 
* added last_tx switch to the TX get query to only get the latest TX for a given asset.
* extended test case to contain last_tx field

BigchainDB Server Unit Tests

Most of the tests in the tests/ folder are unit tests. For info about how to write and run tests, see the docs about contributing to BigchainDB, especially:
