Cleanup some e2e test configurations

Notes:
1. compactPhysical in ctlCtx and withQuota aren't used at all, they are dead code.
2. quotaBackendBytes in ctlCtx isn't used either. Instead, users (test cases) set the QuotaBackendBytes directly.
