etcdserver: don't activate alarm w/missing AlarmType

Narrowly prevent etcd from crashing when given a bad ACTIVATE payload, e.g.:

$ curl -d "{\"action\":\"ACTIVATE\"}" ${ETCD}/v3/maintenance/alarm
curl: (52) Empty reply from server
