etcdserverpb: add TestInvalidGoTypeIntPanic test (#12116)

Tested conditions that cause
panic: invalid Go type int for field k8s_io.kubernetes.vendor.go_etcd_io.etcd.etcdserver.etcdserverpb.loggablePutRequest.value_size
