etcd: Replace ghodss/yaml with sigs.k8s.io/yaml
...
To remove the dependency on ghodss/yaml. Replaced this dependency with sigs.k8s.io/yaml.
This wil help to remove the ghodss/yaml dependency from main kubernetes repository.
