Kelsey Hightower b1731f0843 etcd: ensure data dir is writable

etcd checks that the data dir is writable by writing and removing an
empty file to the data dir during startup and exits non-zero if that
fails.

fixes #876

pkg/ is a collection of utility packages used by etcd without being specific to etcd itself. A package belongs here only if it could possibly be moved out into its own repository in the future.
