Abstract CheckProofOfWork as a public function and change PoW structure (#1198)

* Expose CheckProofOfWork from model/pow

* Update blockvalidator to call the new CheckProofOfWork

* Update genesis blocks

* Update tools to use the new CheckProofOfWork

* Update tests with new PoW
