Replace BlueWindow implementation to accomadate a better DAA scheme (#1179) 
* Change DifficultyAdjustmentWindowSize and TimestampDeviationTolerance from uint64 to int

* refactor block_heap for readability and usage

* Add a new SizedUpHeap
