readme: Remove mailing lists and include GPG key.
...
This updates the README to remove the mailing lists which no longer
exist and to link the GPG public key used to sign the release tags
directly from the repository instead of the no longer active website.

Add version to btcctl.
...
This commit adds version information to btcctl. The plan is to keep
it in lock step with the btcd version. It also updates the release script
so the version file is updated automatically with the btcd one.
