Refactor lib (#254)
* refactor: remove unwanted function in `lib`

The `lib` shall always be used with file lock.

* refactor: log `txResponse` in `buildSignBroadcastTx`

- Move `GetTxResponseFromOut` from `testutil` to `lib`
