[ci] Add nosnakecase to golangci-lint (#161)
Golang uses:

- Camel Case for variable names, e.g. `firstName`
- Camel Case for private function names, e.g. `getFirstName`
- Pascal Case for public function names, e.g. `GetFirstName`
