Fixes Tuna Belly and Shrimp Party behaviors (#6616)
* Fixes #6611. * Resolves an issue with Tuna Belly not sending the visual update to healed players. * Resolves Shrimp Party SP recovery not increasing the heal rate. Thanks to @Balferian!
