Fixes some Star Emperor/Soul Reaper skills (#4869)

Browse Source 
* Adds missing SP requirements for SP_SPA, SJ_FULLMOONKICK, SP_CURSEEXPLOSION, SJ_SOLARBURST.
* Fixes SJ_FALLINGSTAR duration.
* Increases SJ_FALLINGSTAR_ATK and SJ_FALLINGSTAR_ATK2 to level 10.
