Implemented official buy/sell amount restrictions (#3673)
* Fixes #3666.
* When purchasing items from a NPC shop, the minimum purchase price is always 1 Zeny.
* When selling items to a NPC shop, the minimum sell price is always 0 Zeny.

Updates Item Sell checks (#3491)
* Added config values for `allow_bound_sell`
  * 0x4 allows bound item to be sold at NPC Shops
  * 0x8 restrict only guild leader who can sell guild bound item at NPC Shops or Itemshops
* Added config to allow rental items can be sold at NPC `rental_transaction` (planned for more config values based on #3490). Default to `yes` allowed to be sold, still can be restricted by item_trade, item id based.
* Fixed itemshop which ignores another item stack in inventory even for same item currency
* Fixed exploit potential by using Itemshop & Pointshop
* Now equipped item cannot be sold at NPC
* Typo and grammar fixes. Thanks to @aleos89 and @secretdataz

Updated Item Group features (#2692)
* Added config to hide last chars of player's name `broadcast_hide_name` and its default value is 2.
* Fixed `getgroupitem` that should give unidentified item for equipment types.
* Added optional param for `getgroupitem` and `getrandgroupitem` to always give player identified item, ignores the `itemdb_isidentified`'s check.

* There are no taxes on items being sold for less than 100 million. Anything above incurs a 5% tax.
* Refactored the tax code to use a single function.

26dcf345fe Added WOE:TE Restrictions
* Added mapflag `gvg_te`, `gvg_te_castle`, this is will be activated during WOE:TE sessions. These changes are needed because of:
  * If `gvgon` is used, TE castles become `gvg`, it makes the restriction failure. Items that are supposed to only can be used/equipped in TE Castles, also affected in 'normal' GVG/WOE maps.
  * These flags used form `item_noequip`, `skill_nocast`, and `status_disabled` flag 16. (If just assume TE Castles are Restricted Zone 8, the failure will occurs as point 1 above).
* Added Restricted Zone 8 for TE Guild Dungeons, to prevent marriage skills can be casted there.
* Added command `gvgon3` to set GVG for WOE:TE Castles.
* Added command `canParticipateSiegeTE` is 'hardcoded' function to check player's job that can participate in WOE:TE.
  * Current usages in `GD_EMERGENCYCALL` and replace the in-script function.
* Changed default config `allow_consume_restricted_item` to 'no'. All restricted usable/consumable/healing items are always failed to be used.
* Changed the GVG items/skills restriction check. "Item cannot be equipped in GVG maps" are supposed to ignore the agit flag statuses, as long as the map is GVG flagged, items/skills are always restricted and otherwise.
* Moved previous entries of `skill_nocast` flag 16 as hardcode (for now).

* Fixes #547 - Escape is now a self skill and can use normal Traps if no Alloy Traps are available.
* Fixes #551 - Great Echo and Sound of Destruction can now blocked by Pneuma.
* Fixes #556 - Adjusted Arrullo, Deep Sleep Lullaby, Netherworld, and Voice of Siren duration formulas to properly account base/job levels.
* Fixes #561 - Pre-renewal Tiger Cannon now properly removes HP when casting skill.
* Fixes #576 - Shield Spell, Exceed Break, Overbrand, Moon Slasher, Piety, Earth Drive, and Hesperuslit no longer have fixed cast time.
* Cleaned up Shadow Formation SP Drain formula to be 11-skill_lv per second.
* Sound of Destruction is now a placement skill type.
* Updated variable cast time for Windmill Rush from 2 seconds to 1 second.

* Added item flag value: 8 to init default item with BindOnEquip. Item with this flag will be character bound item once equipped.
* Added optional config 'default_bind_on_equip' in conf/battle/items.conf to set default bind type. By default the type is character bound.

4a4fab0298 * Database updates:
- Updated Renewal item_combo_db with new item entries.
- Updated Renewal item_noequip with Vellum gears/siege items.
- Some small updates to Renewal item_db.

* Other changes:
- Added some towns to various Renewal mapflag files.
- Fixed two typos in Nameless Island quest. (bugreport:8021)
- Fixed an error with the '+=' operator on string variables. When attempting to concatenate and assign to a previously empty string with +=, it'd throw a memory manager error. (Hercules 1afeabf)

15074d8c37 Follow-up fc48f92, which is oppsite of r17119. (Euphy's fault :P)
- Config naming changed: 'item_restricted_consumption_type' to 'allow_consume_restricted_item' (conf/battle/items.conf)
- Add 'allow_equip_restricted_item' config to allow/disallow player use item that restricted. Default is yes, restricted item can be equipped but gives no script effect (related r17119) (conf/battle/items.conf)
- Moves item_nouse check to itemdb_isNoEquip
- PC_PERM_USE_ALL_EQUIPMENT is now can be used to bypass item no_equip flag for equipment (also card) to run the item script
- PC_PERM_ITEM_UNCONDITIONAL is now can be used to bypass item no_equip flag for consumable item to run the item script

b7b80e5c97 Implemented config setting 'vending_over_max', to let people configure the behavior of vending items over the MAX_ZENY limit.
Default/official setting is 'yes', which makes players lose zeny that they cannot hold. Adjust as needed.
This re-adds the behavior from before r11344 (see topic:180568).
