- (identifier: ResourceIdentifier, settings: PodSettings): Promise<void>
- Creates a pod for the given settings.
  
  Parameters
  - identifier: ResourceIdentifier
    
    Root identifier indicating where the pod should be created.
  - settings: PodSettings
    
    Settings describing the pod.
  Returns Promise<void>
